A refusal letter is an official document issued by a certification body accredited in the Republic of Kazakhstan, which states that products are not subject to mandatory certification or do not belong to a product group whose compliance can be confirmed by a declaration of conformity.
1. For submission at customs. This is due to the fact that customs officers are not highly qualified in the requirements of conformity assessment of imported products. They simply focus on the HS codes, without delving into the actual requirements of the Technical Regulations of the Eurasian Economic Union. Therefore, certificates / declarations are often required for products that are not subject to conformity assessment at all.
2. To provide information to the inspection authorities. Sometimes the technical complexity of products does not allow us to determine the need for mandatory conformity assessment without high qualification.
